We installed a bespoke 8-person lift in a busy retail environment for the boutique shoe shop “Size”. This retail location is particularly busy and required a high-speed lift to quickly take customers and staff between floors.

We also removed an outdated 4-stop dumb waiter and replaced it with a new, bespoke 4-stop dumb waiter. The new dumb waiter lift installation is capable of moving stock over 5 floors, from the basement level to the 3rd-floor.

How Often Does a Lift Need Maintenance?

There are some very strict guidelines regarding the construction and maintenance of lifts in the United Kingdom. The article Lift manufacture and installation: responsibilities and regulations highlights some of the key responsibilities for lift manufacturers, lift importers and lift installers in the United Kingdom.

Lifts must be designed to meet certain quality guidelines as well as relevant health and safety guidelines. If a manufacturer or lift company installs a lift that does not comply with the applicable quality and safety guidelines, they may be prosecuted.

Lifting Operations and Lifting Equipment Regulations (LOLER)

The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) sets out some requirements for proper lift maintenance. The UK Health and Safety Executive has an informative page explaining the regulations that affect passenger lifts and a handy pamphlet entitled Thorough examination and testing of lifts (PDF) to help lift owners understand their obligations.

It states that all lifts used in work activities “must be thoroughly examined by a competent person at regular intervals”. The building owner or property manager is the duty holder who has a legal obligation to ensure it’s thoroughly examined and safe to use.

A “thorough examination” is “a systematic and detailed examination of the lift and all its associated equipment by a competent person”.

When performing such an evaluation, Tower Lift’s technicians consider all aspects of the lift including how the lift is used, the frequency of use, age and condition, and the weight of loads to be lifted.

In addition to examinations by an accredited lift technician, the lift may be tested and inspected by third parties to ensure it is performing well, it is safe to use and it has the necessary safety features.

Some of the components which a safety examination will look at include landing and car doors, gearing, main drive system components, governors, safety gear, suspension ropes, suspension chains, overload detection devices, electrical devices and braking systems.

The responsibilities of the duty holder include:

  • Maintaining the lift so that it is safe to use
  • Selecting and instructing the competent person
  • Ensuring that the lift is examined at statutory intervals (every 6 or 12 months) or in accordance with an examination scheme drawn up by a competent person
  • Keeping the competent person informed of any changes in the lift operating conditions which may affect the risk assessment
  • Making relevant documentation available to the competent person, eg manufacturer’s instructions and maintenance records
  • Acting promptly to remedy any defects
  • Ensuring that all documentation complies with the Regulations; and
  • Record keeping.
